An urban quarter is to be created on the five-hectare "Bahnhofgebiet West", formerly the Fenaco site. The municipality of Herzogenbuchsee wants to preserve some of the industrial buildings and facilities on the site, but also have new buildings constructed. According to the municipality, the plan is to create "a lively and socially mixed quarter with attractive apartments, services, commerce, gastronomy, public facilities and cultural offerings. The aim is to achieve a mix of uses with 700 to 1,000 employees and apartments for around 1,200 people.

The high-rise concept envisages the conversion of the silo buildings on the site: The narrow Landi silo is already in keeping with the future urban character of the district and will also be so if it is converted into a high-rise residential and office building, according to the municipal council. According to the guideline project, the Häfligerturm can be converted into a high-rise building with a maximum of three additional floors. Further high-rise buildings are not planned.

Since August 16 and until September 17, the structure plan of the station area west and east as well as the zoning plan and building regulations amendment in the station area west are open for public participation. In September 2022, they are to be voted on at an extraordinary municipal assembly.
