St. Gallen: Adapt local planning according to old law

According to the canton of St. Gallen, the municipalities must revise their local planning within ten years due to the new planning and building law. The supplement to the Planning and Building Act creates the possibility of issuing subzone plans on the basis of the old law until the overall adaptation of the local planning.
