When the Office for Environment and Energy (AUE) moves, the Canton of Basel-Stadt wants to use the building on Hochbergerstrasse in Kleinhünigen for its 1000+ housing programme. The administrative building is to be converted into a residential building with affordable small apartments, communal rooms and work spaces for use by the building's residents and the neighbourhood, was the brief for the project competition. In addition, the building should be able to be converted and operated in an energy-efficient, resource-saving and building-ecological exemplary manner.

The competition was won by the architectural firm Kooperative 45, Bettina Satzl with the Promenade Deck project. According to the canton, a total of 121 entries were submitted.

According to the jury report, the winning project is convincing because of its wide range of different apartment layouts and its differentiated response to the mix between the privacy of the apartments and public uses such as communal space and studios. The easily accessible communal space creates added value for the housing community as well as for the neighbourhood. The areas that can be used for work are located on the ground floor, facing the inner courtyard, behind the common room. They can be rented out individually as studios or openly as coworking areas to both residents of the building and to external parties, and they can also be used together with the common room. The apartments, which are designed for one to three people, are located on the upper floors. (ah)
