The 8,000 sqm former industrial site Saint-Joux is located about 15 minutes' walk from the medieval center of La Neuveville, close to Lake Biel. Halter AG intends to develop the site, which will be used primarily for residential purposes in condominium ownership and for individual commercial activities. Artemis Immobilien AG is currently the landowner of the site; Halter, as the competition organizer, has the right to purchase the plot, according to the company.

The aim of the study commission was to develop a project of high urban planning and architectural quality that would fit into the existing natural and urban landscape of La Neuveville. Above all, the noisy road and the railway line on the north side of the site were to be taken into account. The development should shield the neighbourhood from the noise source and improve the residential quality of the surrounding neighbourhood.

The project by IPAS Architectes from Neuchâtel and RELIEF Architecture du Daysage from Delémont won the competition with a unanimous jury vote. In its report, the jury stressed that the project as a whole "offers quality of life in one's own home, while promoting exchanges between residents and integrating the public space to the south".
