According to local media reports, the discussions centered on boundary and building distances as well as parking rights. In the meantime, Axa Winterthur had wanted to abandon the project and only planned to renovate the existing building instead of demolishing it and building a new one. The city government of Chur, however, is in favor of a new building at the entrance to the city and had then threatened to impose a planning zone at the station in order to persuade the quarreling parties to come to an agreement.  This has now been achieved: According to information from Radio SRF Axa Winterthur will cede a plot of land to the Foppa Group and in return can realize the project.

According to a statement by Axa Winterthur, the competition design was revised again in the course of the agreement from an architectural and urban planning point of view. In the course of the realization of the new building project by Axa, Foppa Finanz AG wants to carry out an extension and facade renovation of its existing building on the corner of Bahnhofstrasse and Steinbockstrasse. The two buildings are also to be connected.

The "Capricorn" project envisages retail, restaurant and office use, with apartments planned for the upper floors. A new retail concept is currently being developed for the basement, which will be accessible via the Bahnhofspassage. The building applications are to be submitted in December; the construction projects are to start at the same time. The opening is planned for fall 2019. (ah)
